Her industry experience encompasses the fields of medical device manufacturing, manufacturing quality, service organizations, information security, product design and healthcare operations.
Ms. Newman received her MBA and BS Business Administration from The Ohio State University and is an Exemplar Global Certified Professional for the ISO 9001 Quality Management Standards and the ISO 13485 Medical Device Quality Standards. Additional qualifications and achievements include ISO/IEC 27001 Information Security, EU MDR, MDSAP, and 21CFR820 education and experience. Ms. Newman is a Fellow in the American College of Healthcare Executives, Fellow in the Health Information Management Systems Society, and Senior in the American Society of Quality.
David Carter, LNHA

Mr. Carter has served as a licensed nursing home administrator or regional director of operations in the long term care industry for over 35 years. In these roles he was successful for oversight of 7 to 20 facilities in seven states. Mr. Carter acquired experience as a change agent of facilities seeking disposition and acquisition, as well as a specialist in culture change and state/federal compliance.
In addition to experience in all aspects of long term and skilled care operational settings, Mr. Carter can apply his experience and education related to healthcare bioethics and has served as an advisory board member to a faith based organization.
The specialty areas of experience Mr. Carter has achieved over his career include healthcare bioethics, feasibility studies for healthcare facilities, facility acquisitions, and change of ownership consulting. His industry experience encompasses the fields of skilled nursing & assisted living, operations, mergers and acquisitions for healthcare, disease management software selection and implementation, and recruitment & retention services.
Mr. Carter received his BS Marketing from The Ohio State University, and has held a Licensed Nursing Home Administrator certification in Virginia, Ohio, Florida, Michigan and Indiana. Additional qualifications and achievements include being a Certified LNHA Preceptor in Ohio and Virginia from the Board of Examiners, is certified in Healthcare Bioethics, and was a board member of the Ohio Healthcare and Florida Healthcare Associations. Mr. Carter is currently an active member of the Tidewater Readmission Task Force, and was a recipient of the Sunrise Assisted Living President’s Club Award.
